Click on the carb and it should answer your questions. Without going into detail, I've done many things that were a lot more stupid!

The one toward the top does mount under the metal frame where the rubber thing covers the carbs. The two bolts that hold the rubber thing go through the metal frame and then atatch to the little mounting tabs on the hose.
