The main problem with incentivizing Steel Path is that it comes with expectations. Rewards have to be achievable by a really good portion of the playerbase and all that sort of jazz. You have to balance for it, because there's an expectation a vague percent of weapons can handle it. The Steel Path is NOT endgame. DE have said multiple times that this update is NOT to be associated with the word "endgame". It's goal is to simply provide higher level content and some cosmetic rewards.
